General Flood Advisory Under present weather conditions, At 3:00 AM today, the center of Typhoon "OFEL" {USAGI} was estimated based on all available data at 495 km East Northeast of Virac, Catanduanes or 620 km East of Daet, Camarines Norte (14.5°N, 128.7°E) with maximum sustained winds of 120 km/h and gustiness of up to 150 km/h. It is moving Westward at 25 km/h. The 12-hour rainfall forecast is light to occasional moderate rains or thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Ilocos Norte** - Rivers and its tributaries particularly Bulu, Banban, Bacarra-Vintar, Laoag and Quiaoit. + **Pangasinan** - Rivers and its tributaries particularly Balincaguing and Alaminos. + **Ilocos Sur** - Rivers and its tributaries particularly Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan. + **La Union** - Rivers and its tributaries particularly Amburayan, Baroro, Lower Bauang and Aringay. People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to take appropriate actions.
