General Flood Advisory Under present weather conditions, At 3:00 PM today, the center of Tropical Storm "JULIAN" {KRATHON} was estimated based on all available data at 390 km East of Aparri, Cagayan (18.6°N, 125.3°E) with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. It is moving West Northwestward at 15 km/h. The 12-hour rainfall forecast is moderate to occasional heavy rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Ilocos Norte** - Rivers and its tributaries particularly Bulu, Banban, Bacarra-Vintar, Laoag and Quiaoit. + **Ilocos Sur** - Rivers and its tributaries particularly Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan. People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to take necessary precautionary measures.
